Baguio is open again to fully vaccinated travelers, the city government said Tuesday, as tourism restarts in the Philippines with the easing of COVID-19 restrictions.
Entry of tourists to Baguio City will be limited only to the fully vaccinated adults. Minors aged 12 to 17 who are unvaccinated will be allowed entry provided that they present negative results of antigen or RT-PCR test taken within 72 hours prior to arrival or during the health screening at the city triage.
For those aged 11 and below, they will be tested at the option of their accompanying parents or adult guardian according to the city government.
Here are the requirements for fully vaccinated travelers visiting the City of Pines:
1. Visita registration
Tourists need to create an account at visita.baguio.gov.ph with their valid ID, and schedule a visit at least a day before the trip
The city government said only 2,000 individual registrations will be allowed for now, following an “expected time of arrival” reservation system. Travel requests will be approved after verification of booking by accommodation establishment.

For APORs, returning residents, workers or students, register on hdf.baguio.gov.ph
2. Full vaccination
Only fully vaccinated adults can visit Baguio City and must bring their vaccination card or certificate. A person is considered fully vaccinated two weeks after the second or last dose.
3. Triage upon arrival
Upon arrival in Baguio City, tourists need to go to the triage for health screening and verification of QTP and documents.
Visitors exhibiting symptoms of COVID-19, even if they have a negative test result or are fully vaccinated, will be isolated and tested again.
They will be “referred to health officials for further action and advice prior to visitor’s return to point of origin,” according to the city government.
Here are the rules to keep in mind when in Baguio City:
- Follow minimum health standards such as wearing of mask and social distancing.
- Observe existing city laws: no littering, and no smoking among others.
- Stay only in accommodation establishments listed in Baguio VISITA, and enter business establishments with Safety Seal issued by the city government.
- Business establishments observe strict protocols with limited capacity and therefore guests may be refused entry.
